The Washington State Penitentiary in Walla Walla, Washington, is
building a new facility, to house, 700-800 more inmates within the
next 2 years, it is proposed to be changed over to a closed custody
facility by the end of the 2 years.

Prison inmates work at slave labor wages from $.25 to . $35. Per
hour.

Note to Families and friends sending money to an inmate, inmates
only receive 45% of the money you send.  Groups of individuals have
been going to the Capitol in Olympia Washington questioning ..."
What does the prison system do with the other 55%?  So far they
have been told child support and victims compensation. The new
question is why then, do inmates who do not have children and have
no victims compensation also having to pay the 55%, and is this
another way to oppress and impoverish families? Another answer is
that the inmates receive a check once released from prison,              
some comments are that the check is for only $40.. The next
question is have the prisons be audited to see if the inmate are truly
receiving all of the money set aside for their release.

Teachers and child care providers in Washington State in the last 2
years became  mandated reporters of abuse, neglect and assaultive
behaviors in our youth. It seems many teachers and providers are
feed up and frustrated, and Instead of setting classroom guidelines
and boundaries, teachers are now turning to the law to report young
children as assaultive. The teachers are fearing for their jobs and are
afraid of the laws giving way to, and impacting their position as
educators.  This sets up a precedence to guide a young person into
incarceration at an early age.

The 3 strike law applies to a person who has committed 3 felonies
and has been incarcerated.  Once an individual has 3 strikes, the law
then incarcerates them for life.  If a person has committed 2 felony's
of the same offense for example; Rob 1, they can also be incarcerated
for life the same as the 3 strike law mandates.

Before visiting a loved one incarcerated in any of the Washington
State prison facilities, make sure you are on the list, be certain what
you can and cannot do, what you can ware and take inside as this
can vary from facility to facility.  Visitor's when you are visiting you
are on the prison's terms, you sign your rights away to go inside.  
Therefore visitors not adhering to the policies of the facility are
subject to body cavity checks etc., and you can be turned away from
visiting and lose your privilege to visit the inmate.

It is known but not stated, that there is dis proportionality in the use
of the visiting policies; in regard to body type etc.......This plays a role
in how strongly the rule applies to individuals visiting the prison.

Washington State 's appropriated budget for the Dept of  
Corrections in 2005; $489,605,000, 2006; $516,992,000., 2007;
$589,605,000. 2005 Total inmate population noted by DOC
Population summaries report 09/30/05 is a total of 17,738 inmates,
house with in 15 facilities, as well as out of state incarceration,
rented beds and work release housing. IN SIMPLE MATH  EACH
INMATE IS WORTH $27,602.04 TO THE TOTAL ANNUAL
OPERATING CAPITAL, from this program alone, Remember that the
prisons have their own phone company and many other industries as
well. For those of us that have ever paid the prison phone bill
understand the huge amounts of money DOC is making off of the
phone calls alone.  They don't just charge the confined inmates but
in addition to the taxes we pay, loved ones are charged again because
of wanting to maintain healthy family relations, for connectivity and
support of all family members.  Remember, it is not just the inmate
that suffers his incarceration, but rather family and friend as well.
Packages can take from 2, to up to 6 weeks to process.  Money
orders take 5 days to 1 week to process, it is log into a check log
then goes to the inmate accounts officer, a receipt is written and  
written and sent to the inmate.  Prisoners can not have duplicate
photos, so only send one or the inmate is responsible for sending it
back.
